The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are released from different nations. Significant resources is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from across the border, a capacity afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a drone somewhere nearby, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.

With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a principle familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unrealistic to force Russia to surrender the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does nothing to discourage Russia, through words or deeds, from believing that the current condition will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but preventing a complete military breakdown until circumstances change in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
