UK and France to Deploy Forces to Ukraine if a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The London and Paris have signed a statement of purpose concerning the positioning of troops in the nation should a peace deal be made with Moscow, the Prime Minister of Britain, Keir Starmer, has declared.

After discussions with Kyiv's partners in the French capital, he indicated that the two nations would "create defense centers across Ukraine and construct protected facilities for arms and military equipment" to discourage any future invasion.

The coalition members also suggested that the United States would play the primary role in monitoring a truce.

Russia has consistently cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not commented on this latest announcement.

Context and Ongoing Conflict

Moscow's leader Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russian forces currently occupies roughly 20% of the country's land.

"This constitutes a crucial element of our commitment to stand with Ukraine for the foreseeable future," commented Starmer.

National leaders and high-ranking officials from the "Partner Group" were involved in the recent discussions.

Speaking at a combined announcement, Starmer noted: "It paves the way for the legal framework under which allied and coalition forces could work on Ukraine's territory, securing Ukraine's airspace and waters, and regenerating Ukraine's military for the years ahead."

The PM went on to say that London would be involved in any American-headed confirmation of a prospective truce.

Defense Assurances and Negotiation Stances

Lead Washington representative Steve Witkoff said that "durable security guarantees and substantial reconstruction vows are critical to a enduring ceasefire" in Ukraine – referring to a major demand made by Kyiv.

The negotiator indicated the coalition had "substantially agreed on" their work on finalizing such assurances "to ensure the people of Ukraine know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also took part in the negotiations.

Separately, President Macron Emmanuel Macron declared that Ukraine's supporters had made "considerable headway" at the meeting.

He added that "strong" defense assurances for the Ukrainian government had been reached in the case of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "huge advance" had been made in the talks, but qualified that he would only consider efforts to be "sufficient" if they resulted in the conclusion of the conflict.

Recently, the Ukrainian leader said a settlement was "90% ready". Finalizing the remaining 10% would "shape the outcome of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the heart of ongoing disputes for the parties involved.
  • Putin has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any compromise over how to conclude the war.
  • Kyiv has to date rejected giving up any territory, but has proposed that Ukraine could move its troops to an designated point – but only if Russia does the same.

Moscow presently controls about 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The areas form the industrial region of the Donbas.

The initial US-led multi-point framework that was extensively reported to the media last year was viewed by Ukraine and its European allies as being disproportionately favorable in Russia's favor.

This led to a period of high-level diplomacy – with the involved parties trying to adjust the document.

The previous month, The Ukrainian government sent the US an revised 20-point plan – as well as distinct documents outlining possible defense assurances and plans for Ukraine's reconstruction, Zelensky added.
